step 1 . First, open the picture you are going to use for the sign, then you should right click on the background layer and then press duplicate layer;example shown here .
step 2 . Second, you need to right click on the background layer behind the background copy and click delete layer; example shown here .
step 3 . Third, outline the picture with the polygon or lasso tool (whichever you prefer) then right click on the image and press select inverse; example shown here .
step 4 . Fourth, click delete on your keyboard and then go to layer > new > layer . . . after that drag it behind the background copy; example shown here .
step 5 . Fifth, make sure you are selected on the blank layer (layer 1) and then right click and press fill, now choose a color you want and press ok; example shown here .
step 6 . Sixth, make a new layer behind the background copy and above layer 1, next go to the paint brush tool and then select the vector brush from your brushes panel, after that put the vector on layer 2 in any color you want; example shown here .
step 7 . Seventh, go to the paint bucket tool (or right click on your gradient tool and there should be a paint bucket as well) and then fill every other vector by simply clicking on them; example shown here .
step 8 . Eighth, right click on the vector layer (layer 2) and then press blending options... after that make a drop shadow with distance: 0, spread: 0, size: 5 - next add a pattern overlay with the circle pattern i gave you and put the blend mode on soft light or overlay ( your choice ) also add a stroke at the size: 1px with the pattern i gave you to outline the vector ; example shown here .
step 9 . Ninth, make a new layer below the vector layer and above layer 1, now fill all the empty spaces with brushes by outlining each, going to the paint brush tool and adding a brushes of your own choice, design it however you would like,use your own or some that i gave you above; example shown here .
step 10 . Tenth, once you've finished that its on to the next step now you need to go to the background copy layer and then click select > load selection ...; example shown here .
step 11 . Eleventh, go to select > modify > expand.. then expand it to about 10-15px (im gonna use 10) and press ok; example shown here .
step 12 . Twevlth, make a new layer behind the background copy and above the vector layer and then go to the gradient tool and choose a gradient that will match your sign colors, now drag it across the picture (since the area is already selected) and let go; example shown here .
step 13 . Thirteenth, make a new layer above the gradient layer and below the background copy, then add brushes on it to make it look how you want; example shown here .
step 14 . Fourtenth, go to the gradient layer and then right click and press blending options, next add a white stroke of 1px; example shown here .
step 15 . Fiftenth, make a new layer behind the original gradient layer and above the vector layer, then select > modify > expand .. then expand 2px and press ok; example shown here .
step 16 . Sixtenth, fill that expanded section with a gradient (make sure your on the right layer) then add a drop shadow with distance: 0, spread: 0, size: 5 - and a stroke with the pattern i gave you to stroke the vector make it a 1px stroke and press ok; example shown here .
step 17. Sevententh, now go to the background copy layer and add a 1px stroke thats white; example shown here . Now you are finally finished you can add finishing touches like a gradient on the shirt/dress/etc of the person or something else but heres my finished product: click here .
